MISSOURI - President Joe Biden signed into law the "Stop Campus Hazing Act" over three years after a former University of Missouri-Columbia student was left wheelchair-bound, blind, and unable to speak from fraternity hazing at the university.

According to the new law, colleges and universities must report hazing incidents in their annual security reports and must implement hazing education and prevention programs on campus.

The new law was signed just before Christmas after Congress passed the bill back in September. The legislation was co-led by Minnesota Senator Amy Klobuchar, who was inspired by the story of Danny Santulli, a Minnesota resident and former student at Mizzou.

On Oct. 20, 2021, Santulli was ordered to drink an entire bottle of Tito's vodka at a fraternity event for Phi Gamma Delta, or FIJI, during his freshman year at Mizzou. Santulli was also pressured to drink beer through a tube and later became unresponsive with a blood alcohol level of .468%, which is six times the legal limit in Missouri.

When the decision was made to take him to the hospital, he was not breathing and in cardiac arrest. CPR was performed, and Santulli's heart restarted.

Santulli is now blind and unable to walk or communicate, and according to Santulli's family, the medical bills have exceeded $2 million.
